Team GO Rocket Celebration was an event in Pokémon GO.[1] Despite being a Team GO Rocket-related event, Frustration cannot be changed to another move using a Charged TM. The Johto Celebration Event Timed Research was also available within the event.
Pokémon Spotlight Hour featuring Ekans was available during this event.

During this event Team GO Rocket Balloons could appear in a two-hour window instead of six-hour (from 00:00 to 01:59, 02:00 to 03:59 and so on), thus Trainer had a chance to encounter 12 balloons a day.
