Pikachu Outbreak was a real-world, regional event organized by The Pokémon Company in Yokohama, Japan. During this real-world event two Pokémon GO events occurred Pokémon GO Park and Pokémon GO Stadium.
Pokémon GO Park

The event was held at the Cup Noodle Museum Park and Yokohama Red Brick Warehouse and various facilities around the Minato Mirai area and it lasted from August 9, 2017 through August 15, 2017. A number of new Raid Bosses began to appear in Yokohama, Japan for the time of this event.
Pokémon GO Stadium

The event was held at the Yokohama Stadium. The event was scheduled to last from 6:00pm and 9:00pm JST. Each attendee was given a card with a QR code on it, which was to be scanned at a PokéStop or Gym to permit use. Once the attendees were inside they were instructed to watch a short video about the arrival of the latest Raid Boss; Mewtwo. The legendary Pokémon from the Kanto region appeared in all three Gyms and was only available for 15 minutes.
