Lugia is a Psychic, Flying-type Legendary Pokémon from Johto region. It doesn't evolve into or from any other Pokémon. Along with Ho-Oh, it is a member of Tower Duo.

Diving Pokémon
Lugia's wings pack devastating power—a light fluttering of its wings can blow apart regular houses. As a result, this Pokémon chooses to live out of sight deep under the sea.
