In order to obtain Frenzy Plant, Blast Burn, Hydro Cannon or Dragon Breath, Trainers had to evolve the Pokémon into Venusaur, Meganium, Sceptile, Torterra, Serperior, Charizard, Typhlosion, Blaziken, Infernape, Emboar, Blastoise, Feraligatr, Swampert, Empoleon, or Samurott during the event. Trainers cannot use TMs to obtain the attacks.
